A bill’s first committee hearing is the opportunity for that bill’s sponsor to frame the issues. For HB 272, the sponsor began the hearing by addressing the very points that she received from concerned Delaware citizens. The message was loud and clear!
Almost the entire committee hearing was dedicated to responding to the issue of whether HB 272 did in fact violate free speech. This is a direct result of those comments.
